Newcess Foundation is a community-focused organization dedicated to expanding access to education and restoring essential services in Newcess, Grand Bassa County, Liberia.
Our work is rooted in legacy, service, and a long-standing commitment to community development.
FOUNDERS LEGACY
A Legacy of Service Across Generations
Many years ago, missionaries traveled to the town of Behn in District No. 4, Newcess, Grand Bassa County. They asked Behn Gbiahgba, the grandfather of our founder, to allow one of his sons to attend a boarding school for an education.
That son was David G. Moore
That decision changed the course of a family—and ultimately a community.
From that opportunity came a legacy of leadership, service, and a deep belief in the power of education.
Honoring Hon. David G. Moore
Years later, as a strong believer in the power of foundational education and the importance of giving back, Hon. David G. Moore returned to Newcess with a vision—to expand opportunity for others.
In 1972, he established the Newcess Elementary Public School on land he donated, creating access to education for children in the community.
His vision extended beyond elementary education. He planned to expand the school to include:
- a junior high section
- a high school
- and boarding facilities to serve students from surrounding areas
He also established a community clinic to provide basic healthcare services in a region where access was limited.
However, his passing in 1982, followed by the civil crisis in 1990, prevented that vision from being fully realized.
Today, the community has grown—and so has the need.
The demand for education has increased, yet the school remains limited in infrastructure and resources. The clinic that once served the community now requires restoration.
Honoring Felicia J. Moore
Alongside him, Felicia J. Moore, a nurse, devoted her life to caring for others and serving the health needs of the community.
Her commitment to compassion and care continues to inspire the Foundation’s mission to restore access to healthcare services.

Today, Newcess Foundation carries forward this shared legacy—strengthening education, restoring healthcare access, and supporting sustainable, community-led development.
